根据川西竹海景区外围规划发展，结合平乐镇农夫集市发展需要，按照“公平、公正、公开”的原则面向社会公开进行农夫集市临时摊位经营人的招募，现将有关招募事项通知如下：               
                                                           
一、招募方式
面向社会公开招募农夫集市临时摊位经营人，经营人在经营中依法依规自主经营、自负盈亏。
 
二、招募基本信息及摊位个数
本次农夫集市临时摊位公开招募经营摊位共计30个（其中12平方米摊位9个；24平方米摊位21个）。
 
三、摊位分配方式
本次农夫集市临时摊位面向社会公开招募以“公平、公正、公开”的原则，领导小组办公室将农夫集市临时摊位分区编号，以抽签方式确定摊位经营人。
 
四、招募报名
（一）报名方式及地址
本次农夫集市临时摊位公开招募采取现场报名的方式，报名地址为成都市邛崃市平乐镇新兴街139号（成都文旅邛州文化产业开发有限责任公司（原管委会二楼）经营管理部）。
（二）时间安排
招募报名时间：2019年7月2日至2019年7月4日。
招募报名缴费时间：2019年7月2日至2019年7月4日。
抽签时间：2019年7月5日（星期五）。
临时摊位管理费计费时间：2019年7月8日。
（三）农夫集市临时摊位管理费收费标准
1.以年度管理费方式收取：6000元/12平方米/年，12000元/24平方米/年，合同为两年一签，管理费一年度一付。
2.经营人须交纳抽签保证金，保证金费用为5000元，经营人退出经营按《农夫集市进退管理制度》执行。
3.报名时，需缴纳第一年年度管理费6000元及抽签保证金5000元，共计11000元。
4.抽签保证金：在经营人成功抽取摊位号后，并签订合同，则该抽签保证金将自动转化为履约保证金。在成功抽取摊位号后，拒绝签订该摊位管理合同的，则该抽签保证金不予退还。
（四）报名程序
农夫集市临时摊位经营人在规定的报名时间内，带上经营人身份证原件、户口簿到成都文旅邛州文化产业开发有限责任公司经营管理部现场进行资料审核，资料审核通过后，报名人需将抽签保证金5000元及第一年年度管理费6000元，共计11000元，一次性通过成都农商银行转至成都文旅邛州文化产业开发有限责任公司银行账户，将转账凭证交至成都文旅邛州文化产业开发有限责任公司财务部，财务部开据收据，即视报名成功。
（五）报名要求
农夫集市临时摊位经营人按照招募通知的要求报名，每位经营人员限报一个摊位（12平方米摊位或24平方米摊位）。报名时经营人提供的信息和材料必须真实完整，如发现不符合报名条件或弄虚作假者，招募人有权随时取消临时摊位经营资格，一切后果由经营人自行承担。
 
 五、抽签
（一）抽签时间
2019年7月5日9时30分起至11时30分止（逾期者视为放弃且抽签保证金不予退还）。
（二）抽签地址
平乐镇新兴街139号平乐镇政府第一会议室（原平乐管委会二楼大会议室）。
（三）注意事项
抽签时须携带本人身份证原件及成都文旅邛州文化产业开发有限公司开据的收据。
（四）特别说明
本次公开招募摊位共计30个（其中12平方米摊位9个；24平方米摊位21个），在规定的报名起止日期内，若报名人数超过21位和9位，抽签箱内便会出现空白签，抽中空白签的，视为放弃摊位经营，则将缴纳的5000元抽签保证金及6000元管理费全额退还。
 
六、农夫集市临时摊位经营范围
摊位经营范围:餐饮小吃类、土特产类、旅游商品类、工艺品类、干副果蔬类等。禁止（限制）售卖：国家禁止经营的项目以及中式炒菜、盒饭、火锅类及婴幼儿配方食品、特殊医学用途配方食品、现制乳制品、裱花蛋糕、生食水产品等国家和省食品监督行政部门规定的禁止经营的其他食品；国家限制经营、特许经营的依照国家规定执行。

Third, the booth allocation method
The temporary booth of the farmer's market is open to the public for the principle of “fairness, justice and openness”. The leading group office will number the farmer's market temporary booths and determine the stall operators by lottery.
 
Fourth, recruitment registration
(1) Registration method and address
This farmer's market temporary booth is openly recruited and registered on-site. The registration address is 139 Xinxing Street, Pingle Town, Handan City, Chengdu (Chengdu Wenzhou Luzhou Cultural Industry Development Co., Ltd. (formerly the second floor of the Management Committee) Management).

(3) Fees for management fees for temporary booths in farmers' markets
1. Collected by annual management fee: 6000 yuan / 12 square meters / year, 12,000 yuan / 24 square meters / year, the contract is signed for two years, the management fee is paid once a year.
2. The operator must pay the lottery deposit, the margin fee is 5,000 yuan, and the operator withdraws from the operation according to the "farmer market advance and retreat management system".
3. When registering, you must pay the annual management fee of 6,000 yuan for the first year and 5,000 yuan for the lottery, totaling 11,000 yuan.
4. Lottery deposit: After the operator successfully extracts the booth number and signs the contract, the lottery deposit will be automatically converted into the performance bond. After successfully withdrawing the booth number and refusing to sign the booth management contract, the lottery deposit will not be refunded.
(4) Registration procedure
During the registration period, the farmer's temporary booth operator will bring the original ID card of the operator and the household registration book to the operation management department of Chengdu Wenzhou Cangzhou Cultural Industry Development Co., Ltd. to conduct data review. After the data review, the registration will be completed. People need to draw a lottery deposit of 5,000 yuan and the first year of management fee of 6,000 yuan, a total of 11,000 yuan, one-time transfer through Chengdu Rural Commercial Bank to the bank account of Chengdu Wenzhou Luzhou Cultural Industry Development Co., Ltd., and transfer the transfer certificate to Chengdu Wenzhou Luzhou Cultural Industry Development Co., Ltd. Finance Department, the Ministry of Finance issued a receipt, that is, the registration was successful.
(5) Registration requirements
The farmer's temporary market stall operators are registered according to the requirements of the recruitment notice, and each operator is limited to one booth (12 square meters booth or 24 square meters booth). The information and materials provided by the operator at the time of registration must be true and complete. If the applicant does not meet the registration conditions or falsify, the recruiter has the right to cancel the temporary booth management qualification at any time, and all consequences shall be borne by the operator.
 
 Five, draw lots
(1) Lottery time
From 9:30 to 11:30 on July 5, 2019 (overdue is considered a waiver and the lottery deposit is not refundable).
(2) Lottery address
The first meeting room of Pingle Town Government, No. 139 Xinxing Street, Pingle Town (formerly the second floor conference room of the Pingle Management Committee).
(three) matters needing attention
The original of the ID card and the receipt of the document issued by Chengdu Wenzhou Cangzhou Cultural Industry Development Co., Ltd. must be carried out during the lottery.
(4) Special instructions
There are a total of 30 open recruitment booths (9 of which are 12 square meters; 21 of 24 square meters). If the number of applicants exceeds 21 and 9 during the specified registration start and end date, there will be a blank in the lottery box. If the sign is signed and the blank is signed, it will be deemed as abandoning the booth operation, and the 5,000 yuan lottery deposit and the 6,000 yuan management fee will be refunded in full.
 
Sixth, the farmer's market temporary stall business scope
The business scope of the booth: catering snacks, native products, tourism commodities, handicrafts, dried fruits and vegetables. Prohibition (restricted) sales: national prohibited food projects and Chinese and provincial food supervision and administration, such as Chinese cooking, box lunch, hot pot and infant formula, special medical formula, current dairy products, silk cake, raw water products, etc. Other foods prohibited by the department from being operated; the state's restrictions on operations and franchising shall be implemented in accordance with state regulations.
